what do I put in the credentials for anonymous access to 2008 server IIS FTP? No login credentials work and it doesn't work if blank as well. Any ideas?

Have no idea, probably it depends on your server's settings

I am able to login via command line and browser with no credentials, so its not that.

ok, what about check other connection parameters (port, ftp/ftps, active/passive, directory)? do they match?

They do. I think the issue is that the application doesn't seem to allow blank credentials. And since ists anon FTP, there wouldn't be any.
