What steps do I need to take in order to have someone that does not have admin rights run a pre-defined job?

If your job does not require admin privileges then anyone can run it, otherwise you may schedule the job using an admin account, so it will be run automatically.

It turns out that it was trying to initially backup to C:\windows\temp and the non-priv'd user did not have write access to that folder. So I created a different folder under the 'large database' option. That solved it.
